I have recently come across a use case where a company wanted to get rid of their 500 page PDF "handbook" file by using sharepoint site pages. I googled a bit an came across possible solution by converting the pdf into markdown and from there converting it into site pages in sharepoint which are ASPX files, but essentially contain html.
Not sure if this would work at this point, but might be a good idea.
